Jelqing is primarily a "girth" exercise. You will make some length gains with it, but it is mainly intended for building a thicker penis. Once you've reached your desired size and manage to keep it for an additional 4 or 5 years, your body becomes accustomed to it as the new "normal". You no longer have to eat 5,000 calories a day or lift 6 days a week to maintain your physique. Even if you were to drop your calories down to 2,500/day and workout a couple times a week at moderate intensity, you wouldn't lose any size. As long as your hormones are in check, you can maintain the physique you fought tooth and nail to attain with 25% of the effort you put in to get it in the first place.

Once you add additional tissue to your penis and increase your length by an 1"+, its not going to vanish overnight if you don't do anything. The same goes for girth. I haven't touched my Bathmate or wore my Sizegenetics extender in over 3 months, and I've lost absolutely nothing.
(But what if I don't want to get any bigger or decide to stop indefinitely? How can I preserve my gains?)
Just throw in a manual stretching or jelqing session once or twice a month and you'll be fine. I've used my extender and bathmate for nearly ~2 years and I've made phenomenal gains off them. I've reached a point where I've pretty much tapped out my genetic limit. Theoretically, I could keep wearing the extender for the next 5 years and possibly gain another inch in that time. But I'm not going to, since I feel its kind of unnecessary.
Once you've passed the 7 - 7.5" inch length threshold, as long as you have massive girth to go along with it (minimal effort to maintain with bathmate), you will be considered "huge" to ~99% of the female population. If you want to keep going beyond that as a personal goal, then by all means go for it.
